It was taken at Grafton Close children’s home in South West London, at the centre of allegations that boys were trafficked for the sick lust of paedophiles at nearby Elm Guest House.
Police have spoken to youngsters in the photo and two men have been arrested. One is John Stingemore, identified at a 1990 inquest as former deputy manager of the home. He was succeeded by Neil Kier, seen here preparing food.
Sources say detectives regard Kier as a key witness but he is not a suspect.
